The role of Homeland Security Intelligence (HSINT) in countering CBRNE is to provide improved standards, as well as developing new standards, within the scope of countering weapons of mass destruction (WMD). It allows the analyst to focus on CBRNE weapons, while preventing and mitigating the risks of a deployment of a CBRNE device. The Department of Homeland Security (DHS) (n.d.) has focused its terrorist response on four different areas: Fusion centers, National Security Information, the National Terrorism Advisory System, and the “If You See Something, Say Something” effort, creating the National Threat Evaluation and Reporting (NTER) Program. NTER provides DHS and law enforcement with resources and training to identify and prevent CBRNE attacks. This is in addition to DHS sharing of sensitive but unclassified information. This multidirectional approach to collecting and sharing information and intelligence has allowed HSE partners understand and prepare for threats of CBRNE. These relationships move past just intelligence sharing by supplying HSE partners with training and equipment.

In 2016, the Program to Prepare Communities for Complex Coordinated Terrorist Attacks (CCTA Program) was created to provide funding to local, state, tribal, and territorial jurisdictions to prepare, prevent, and respond to the these CCTA’s with collaboration from the HSE. DHS implemented the National Preparedness System that allows for integration and preparedness that were identified in the National Preparedness Goal. The CCTA program develops regional partnerships that identify gaps and provide training for mitigating, preventing, and responding to CCTA’s. The Federal Emergency Management Agency (FEMA) established the CCTA Community of Interest (COI) portal within the existing Homeland Security Information Network (HSIN). The COI provides documents on training and best practices and a message board for collaboration between the HSE (FEMA, 2018). HSINT could utilize this COI to communicate with HSE partners, prior to, or during a CBRNE event.
