Discussion: Influences on the Bureaucracy

Modern bureaucracy may seem at odds with our concepts of democracy. On the one hand democracy calls for “rule by the people” in which it is the collective common people that have say over what the government does. On the other hand, bureaucracy is designed around the idea of professional administration with decisions being made by experts or experienced individuals. However, as we have already seen, bureaucracy is an unavoidable fact of government. The question before us is not one of if we should have bureaucracy, but rather what is the best way to design it?
This question of the appropriate design and role of democracy is incredibly complex. Academics have spent entire careers trying to analyze and come to some conclusion on the ideal role of bureaucracy in a modern, functional democracy. For our purposes, we will stick with asking how one might use the “democratic” parts of government to affect how the bureaucracy operates.
Go back and review how the three branches of government influence the bureaucracy and try and answer the following questions:

In what ways could you get the three branches of government to change or reform the bureaucracy? (Be sure to think back on all the different aspects of government we have covered so far in this class.)
